Everyone. But not for:

Purely private financial purposes
Purely commercial purposes
Purely party political purposes
Purely social purposes
Purely educational purposes
Purely health purposes
Purely humanitarian purposes
Purely religious purposes
Purely entertainment purposes
Purely for sports and recreational purposes
Purely infrastructural purposes

Amount & conditions

We only provide full support for a project in very rare cases. Our support will typically be conditional on the project being partially self-funded and/or receiving support from other sources.
