Here, the authorities continue to implement legislation that has shown its major weaknesses in practice. The maritime organizations want the transport and temporary storage of hazardous substances in connection with transport to be as safe as possible. However, the Risk Order does nothing to improve safety. It creates administrative hassle, increased costs and situations that both industry and authorities may find difficult to comply with.
