Should the port put leases out to public tender?

There are no rules that oblige a port to put out tenders for leases on the port's land. This applies to both the leasing of land and buildings that the port may own.

According to the guidelines for Executive Order no. 799 of June 24, 2011 issued by the Ministry of the Interior back in 2004, unusually long leases may be covered by the rules of the Executive Order, as such long leases in this context must be equated with the sale of the property. The guidelines state that leases of less than 50 years can hardly be considered unusual when it comes to commercial leases.
