Can the port request a ship in detention to be moved?

Due to lack of capacity, a port may wish to berth an arrestee in a different berth or perhaps even at an anchorage. This requires approval from the bailiff, who must have the necessary confidence that the ship will stay put, and the ship must be seaworthy and probably also manned.
