Can a municipality require the port to ensure that the necessary equipment is available?

When drawing up the emergency plan, the municipality may require the port to ensure that the necessary material is available. The requirements may only be aimed at the port's normal operations. Special emergency preparedness and equipment must be coordinated with other emergency preparedness and must be negotiated with the port (section 28(2) and (3) of the Emergency Preparedness Act).
