Access to documents: Lease agreement

After consultation with the company at the port, it was decided to partially grant a request for access to documents regarding a lease agreement.

The relevant lease agreement with appendices was submitted, with certain commercially sensitive information being exempted under sections 30(2) and 33(3) of the Access to Public Administration Files Act for the sake of the port and the tenant's business.

As regards information on the company's cargo volumes and payment of ship and commodity dues, the request was not granted as the information was excluded in its entirety for the reasons mentioned above.

It was assessed whether the principle of more public access or the Environmental Information Act's access to environmental information could lead to access to more information than has been disclosed above, but this was not found to be the case.

The above is a concrete opinion and if concrete decisions are to be made, it will need to be investigated further.
